| The
District Title IV Safe and Drug Free Schools and Communities Program provides
federal funding to school districts. The goals of the program are to increase
student and parent awareness of harmful drugs; reduce drug and tobacco use
or potential use; and to increase student safety while on the school campus
and in the school community.
Title IV monies support District adopted and supplemental substance abuse and violence prevention programs and activities including the Positive Action Program; Red Ribbon Week activities; and violence prevention education e.g. Conflict Resolution programs, Natural Peer Helpers and Student Assistance Programs. Title IV and TUPE program information is published in a district Title IV News publication which is published quarterly. The EUSD Title IV program is coordinated with other federal and state programs to ensure that:
The EUSD Title IV Program coordinates with state and local agencies to achieve program goals. The District Safe and Drug Free Schools Communities Advisory Committee provides a collaborative forum for parents, schools, and the community to serve as program and fiduciary decision makers in developing, implementing, and evaluating the Title IV Program. In addition to its governance and funding responsibilities, the committee provides a forum for discussion and communication among all of the critical program constituents. Parent, staff and community representatives attend committee meetings. The committee's role and responsibilities are to conduct an objective analysis of the current programs; develop, approve budget expenditure recommendations; monitor or recommend programs that will prevent alcohol and other drug use and violence; monitor the implementation and achievement of the program goals; and evaluate the effectiveness of the district Title IV program. Safe and Drug Free Schools and Communities-Title IV monies funds 50% of a full time Project Specialist. This position is designed to assist schools in developing a Menu of Services to meet student needs based on review of school discipline and safety data. The Project Specialist will work with site counseling staffs to develop needed support groups or counseling programs that may serve as intervention tools for at risk students. In addition, part of the responsibilities of this job includes implementing new core curriculum and parent education programs. The Project Specialist serves as the district resource for Title IV and TUPE program needs. The district hired Molly Engblom to serve as Title IV Project Specialist.
